Development of Human Capital in the Messages from the President of the Republic of Kazakhstan

Abstract

The article analyzes the Messages of the President of the Republic of Kazakhstan in the period
from 2012 to 2018, in the context of changing the state policy in the field of human capital. The tendencies of the state
policy changes in this sphere have been revealed since the adoption of the «Kazakhstan-2050» Strategy - the main
program document of the country, which fixed the goal of Kazakhstan’s entry into the list of 30 most competitive
countries in the world. The development of human capital is one of the priority tasks on the way to achieving this
goal. The main directions of the state policy have been formulated and the dynamics of the mention of specific
actions promoting the growth of human capital. The results obtained make it possible to trace the steady increase in
the priority of actions aimed at improving the quality of human capital and expanding the state policy in this sphere.
