This article analyzes the current state and prospects of cross-border cooperation between the Republic
of Kazakhstan and the Russian Federation. The great potential of cooperation noted by both parties is shown, but also
the unsolved problems are considered. The authors emphasize the importance of the Kazakh - Russian border in the
development of bilateral relations between the partner countries, as well as its role as a catalyst for integration in the
Eurasian space.
Having identified the close connection of modern practice of cross - border cooperation with a number of problems
of institutional, political, economic and socio–cultural development of the participating countries, the authors believe
that the use of cross-border cooperation opportunities will contribute to the growth of competitiveness of the regions
of Kazakhstan, overcoming the negative manifestations of cross-border cooperation, will ensure the deepening of
good-neighborly relations in the context of globalization risks.
The dialectical method has become significant, on the basis of which the authors emphasize the multi – aspect of
this process, analyzing the problem both in the political-economic and socio-cultural context. In addition, the method
of comparative analysis allows us to characterize the levels of socio-economic development of the border regions
of neighboring countries. The authors identify the Genesis of the institutional and legal framework of cross-border
cooperation, shows the evolution of the political and legal framework of cooperation in general. Since cross-border
cooperation is an integral part of the system of international relations, the best method in studying the processes of
interaction between the two countries was the method of a systematic approach. It allowed to analyze the nature and
features of the partnership between Kazakhstan and Russia. On the basis of content analysis, the assessment of crossborder relations by Russian and Kazakh experts was determined.
