Abstract

When the need arises for the further democratization of Kazakhstan, the problem of the development
of local self-government arises. But this raises the question of whether the institution of local self-government has the
necessary legal basis for normal functioning. This determines the reason for writing this article.
The main purpose of the article is to examine the political and legal foundations of the institution of local
self-government. To achieve this goal, a descriptive and comparative analysis of strategic documents and regulatory
legal acts that became the basis for the formation of local self-government was carried out.
As a result of the research, political initiatives of local self-government were appropriate at the initial stage,
but its legal base did not meet the standards accepted in world practice. However, changes in legislation concerning
the development of the system of local self-government and the adoption of the concept have changed the situation.
Now the question is to determine whether these laws correspond to the real situation In the future, the materials of this article can be used in the process of preparing programs for the development
of local self-government, for preparing lectures in the disciplines of political science, public administration and
political management.
